Mr. Bratter earned his B.A. from Hamilton College, where he founded the College's first Policy Think Tank on hemispheric issues, H.O.L.A. During his college years, he also attended the Plekhanov Economic Insitute in Moscow, Russia and the Universite de Strasbourg in Strasbourg, France. His senior thesis was published in the literary journal, The Minerva Review. He received his JD from the University of Miami, where he was the co-founder of the University's Asylum Clinic, supervised under the auspices of The National Lawyers Guild and The Florida Immigrant Public Advocacy Center. As a Research Assistant to the Honorable Hugo Caminos who served as a Judge on the International Tribunal for the Law of the Sea (ITLOS), Mr. Bratter was awarded a post-graduate research grant to attend The Hague Academy of International Law, in the Hague, Netherlands. Mr. Bratter then worked as a Research Analyst at the Council on Hemispheric Public Affairs in Washington DC and later worked for the Under Secretary of Legal Affairs at the Organization of American States in Washington DC.
Mr. Bratter has spoken on panels and at conferences with Congressmen, Demographers, Religious and Community Leaders, Sports and Entertainment Agents, Immigration Officials and Members of the Immigration Bar on the subject of Immigration Law, specifically Extraordinary Ability Aliens, for events sponsored by the American Bar Association, the American Immigrant Lawyers Association, International Trade Organizations and Universities in the US and abroad.

Attorney Bratter was honored with inclusion on former Presidential Candidate Senator Joseph Lieberman's Immigration Task Force for South Florida, during his 2004 Presidential Campaign.

With a deep passion for film, Mr. Bratter was one of the Co-Writers and Executive Producers of the award-winning feature film, "Better Mus Come", which was acquired by the Oscar-winning Director/Producer Ava Duvernay. His second film, the award-winning documentary, "The Black Line", a first-person investigative piece on the Caribbean Swimming Tradition, was an Official Selection at numerous festivals, and has been presented at Universities, Swim programs and seminars throughout the United States. For his third film, "Centered: Joe Lieberman", he was an Executive Producer and secured an exclusive distribution deal with Regal Cinemas representing the film in media panels, premieres and interviews.
Mr. Bratter has also served as an Adjunct Faculty at The University of Miami School of Law, where he taught Substantive Immigration Law, as well as designed the syllabus and taught an advanced seminar for JD and LLM students in "Immigration Strategies for Artists, Entertainers, Entrepreneurs and Athletes" (2015-2018). It remains the first, and only course of its type in the United States.
Mr. Bratter is a member of the Florida Bar, District of Columbia (DC) Bar, District of Columbia (DC) Court of Appeals, Supreme Court of the State of Florida, Inter-American Bar Association and is licensed to practice in the United States District Court for the Southern District of Florida in addition to providing Expert Testimony for National Litigation Cases.
